If your physician and the second opinion physician disagree about the extent of your injury the OWCP is tasked with selecting a “referee physician”. The “referee physician” must be impartial and located within a reasonable geographic distance from you. The physician should be board certified, but in some instances OWCP will select a non-board-certified physician if they are uniquely qualified for a particular type of examination.
